The answer

We have not come across this specific wording, but a from Anas (may Allah be pleased with him) states that the Prophet (peace be upon him) said: "Whoever prays Fajr in congregation, then sits remembering Allah until the sun rises, then prays two rak'ahs, will have a reward like that of a complete, complete, complete Hajj and '." Narrated by Al-Tirmidhi. The virtue of seeking knowledge during this time has also been reported. Al-Khatib Al-Baghdadi narrated a hadith: "For me to sit with a group remembering Allah from dawn until the sun rises is more beloved to me than anything upon which the sun rises." Anas interpreted this as "a people who are learning the Qur'an and Fiqh."
