What is the degree of authenticity of the Hadith: "A حد (prescribed punishment) carried out on earth is better for people than if they were to be rained upon for forty mornings"?

It was narrated by An-Nasa’i, Ibn Majah, and Imam Ahmad. It was reported as mawquf (stopped at a Companion) and marfu’ (traced back to the Prophet). Al-Albani graded it as hasan (definition) (good) and said about the mawquf narration: “It is a hasan mawquf narration that takes the ruling of a marfu’ narration.”
