Does a divorce issued by the husband in a state of extreme anger take effect, and if he had reconciled with his wife after the first and second divorces without an explicit pronouncement of reconciliation, then divorced her for the third time, is the third divorce considered valid, and what is the ruling in this case, given the presence of children and affection between the spouses?

A divorce pronounced during menstruation is valid according to the majority of scholars, although it is a forbidden divorce. The wife's knowledge is not a condition for the validity of a revocable return (raj'ah). Furthermore, anger does not prevent the occurrence of divorce unless it reaches a degree that causes loss of awareness. If a husband pronounces divorce jestingly, it is valid. Therefore, it is advised to refer the matter to the court for a ruling.
