Is it permissible to fondle one's wife above the waist during menstruation, without touching her organs below the waist, or engaging in intercourse?

It is permissible for a man to enjoy his wife while she is menstruating with all types of enjoyment except intercourse. Some scholars have prohibited enjoyment between the navel and the knee, citing weak or disputed hadiths, but even if they were authentic, they could be interpreted as recommendations for refraining or for those who cannot control themselves and fear falling into the prohibited.
