The employee is a private contractor who earns their wage by making themselves available for work. They must perform the assigned tasks as required, in fulfillment of contracts, and are not permitted to be treacherous. If they complete their work and have free time, there is no objection to utilizing it in ways that do not harm the work, such as reading books or browsing permissible websites, provided the employer grants permission for that, as Sheikh Ibn Baz mentioned.
