A person's disposal of something he does not own, without the owner's permission, is forbidden. Anyone who takes that item from someone who is not authorized to grant it shares in the sin. The funds, equipment, and furniture in state warehouses are public funds that must be respected. It is not permissible for the direct official or anyone else to infringe upon them through theft, usurpation, or unauthorized gifts, just as it is not permissible for others to accept them or purchase them from him.
