What should a friend do who bought a frame for 45 pounds with company money, with 5 pounds remaining, and then her colleague asked to buy snacks for 2 pounds, and the management was informed that the price of the frame was 47 pounds, while the person in charge took the remaining 3 pounds?

Your friend and her colleague are entrusted with the money of their employer. Their disposition of this money by purchasing their needs constitutes a breach of trust and necessitates repentance and the return of the money to the employer, unless an authorized person pardons them. As for the remaining three pounds, if the employee paid them to an unauthorized person, she is liable for them due to her negligence. However, if the person was authorized, then she is not liable for anything.
