The answer

An employee must adhere to the regulations of their workplace, provided they do not violate Islamic law. This is based on Allah’s saying: "O you who have believed, fulfill [all] contracts," and the Prophet Muhammad’s (peace be upon him) saying: "Muslims are bound by their conditions, except for a condition that makes a lawful thing unlawful or an unlawful thing lawful." Therefore, the employee must adhere to the work timings for attendance and departure. It is not permissible for him to leave or be late unless allowed by the workplace regulations, or with permission from an authorized person. As for a manager allowing an employee to be late or leave, this is only permissible if the manager is authorized to grant such permission and the permission aligns with the regulations.
