It is not permissible to deceive the government office in order to receive compensation for the two weeks the man spent without work, because what the office provides is a donation with conditions that are not met in his case. He must cease deceiving the office and clarify the truth of the matter. If something is granted to him, he may take it; otherwise, it is not permissible for him to take anything through trickery and deception, for the sanctity of public funds is like the sanctity of private funds.
