Bribery is forbidden if the money is paid to obtain a job instead of other qualified individuals, or if the amount paid is for facilitating procedures that are inherently part of the employee's work. However, if the money is paid to participate in an application process without discrimination, or if it is for a service that is not part of the employee's primary duties, there is no harm in that, and the money is considered a permissible wage. Likewise, if a person is forced to pay money to obtain a right that he cannot access except through this method, the sin falls upon the recipient, not upon the giver, because he paid to establish a right.
