Appointing employees through nepotism and favoritism, without considering competence and need, is impermissible. It is considered deception, unlawful consumption of public funds, and an infringement upon the rights of others. Likewise, transferring an employee from their position is not permissible except with the approval of the responsible authorities. The actions taken concerning the aforementioned employee, such as his appointment through favoritism, then his transfer to work at the mosque and teach children without the approval of the Endowments (Awqaf) Ministry, are impermissible. An employee receiving a salary for work he does not perform is impermissible. He, and those who helped him in his employment and transfer, must repent to Allah and return the salaries received unlawfully. Prayer behind this employee is valid.
