Did Umar ibn al-Khattab disburse the share of "those whose hearts are to be reconciled" to a new category, or to the remaining seven categories?

The recipients of Zakat (definition) are known and specified in the Holy Qur’an, as Allah Almighty says: "Zakat expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler - an obligation [imposed] by Allah. And Allah is Knowing and Wise." (Quran 9:60) It is not permissible to add other categories to it. Umar ibn al-Khattab, may Allah be pleased with him, ceased giving to those whose hearts were to be reconciled after Islam gained strength.
