Is it permissible to ask the ruler for help in settling debt installments, and does the hadith, "Whoever opens a door of asking for himself, Allah opens a door of poverty for him," apply to me if it is authentic?

It is permissible for someone who is unable to pay his debt or finds it difficult to do so, to seek assistance from the ruler (Wali al-Amr) or from those responsible for distributing zakat (definition), because a poor debtor (gharim (definition) faqir) is eligible for zakat. As for someone who is capable of paying, it is not permissible for him to ask people, based on the Prophet Muhammad's (peace be upon him) saying: "Begging is not permissible except for three: a man who has taken on a debt [on behalf of others]..., a man who has been afflicted by a calamity..., and a man who has been struck by destitution... And besides these, O Qabisa, asking is unlawful gain, which its owner consumes unlawfully." The Prophet (peace be upon him) also warned against asking people without need, saying: "No servant opens a door of begging but Allah opens for him a door of poverty."
