Rather, it is to be given only to the eight categories mentioned in the words of Allah Almighty: "Indeed, [prescribed] charitable donations are only to be given to the poor, the needy, those employed to collect [zakat], those whose hearts are to be reconciled [to Islam], for freeing captives, for those in debt, for the cause of Allah, and for the stranded traveler; [this is] an obligation from Allah. And Allah is All-Knowing, All-Wise." This prohibition is further confirmed if the committee is not appointed by the ruler, because in that case, it is not considered among 'those employed to collect [zakat].' Instead, it acts as an agent for those who pay zakat, and thus it should not take anything from it for administrative expenses. Rather, it should disburse it to its rightful, শরী'আ-prescribed recipients.
