Is it permissible to give zakat to expatriate workers and employees?

The recipients of Zakat (definition) are specified in the Holy Quran by His Almighty's saying: "Indeed, ˹prescribed˺ charities are only for the poor and the needy, and those employed to collect them, and for bringing hearts together ˹for Islam˺, and for freeing captives ˹or slaves˺, and for those in debt, and for the cause of Allah, and for the wayfarer." If the workers are poor or needy—meaning their income is not sufficient to meet their basic needs and the needs of those they support—then it is permissible to pay Zakat to them. As for those whose salary is sufficient to meet these needs, it is not permissible to pay Zakat to them.
