Is it permissible for a husband to give sadaqah to his wealthy mother and sister while he is 26 million in debt and his wife lives with him in extremely difficult financial circumstances?

A husband's dutifulness to his mother and giving her some money is a good deed and one of the greatest acts of nearness [to Allah]. She should be advised to abandon extravagance if she is extravagant. Likewise, giving his sister money as an act of kinship is good. However, this must not come at the expense of the wife's and children's maintenance; for the wife's maintenance takes precedence over the maintenance of needy parents. And paying off a debt takes precedence over any charity, and it is not permissible to procrastinate in paying it or delay it without the creditor's permission once it is due.
