The answer

If the charity is an obligatory , then it is not permissible to give it to the father unless he is in debt, poor, and unable to pay his debt and expenses. However, if it is a voluntary charity, then giving it to a father and needy siblings is more preferable than giving it to others, based on the saying of the Prophet, peace and blessings be upon him: "Charity given to a poor person is charity, and charity given to a relative is two: charity and maintaining kinship ties." But if there is someone in greater need than them, then giving it to that person is more preferable.
