Is it permissible for a creditor to pay Zakat to their debtor on condition that the debtor repays it to them?

It is permissible to pay to a poor debtor, provided that it is not stipulated that he must return it to his creditor as payment for the debt. Otherwise, the payment is void, and the Zakat obligation is not fulfilled.
