The answer

If the student is wealthy due to his father's provision, then he is not to be given from al-Fitr, because it is only given to the poor, as the Prophet, peace and blessings be upon him, said: "Enrich them from begging on this day." However, if what the father provides does not suffice the student, then it is permissible for his brother to give him his Zakat al-Fitr.
