This is indicated by the words of Allah Almighty: "And let those who find not [the means for] marriage abstain [from sexual relations] until Allah enriches them from His bounty." The implication of the verse is that they are considered poor during their inability to afford marriage expenses, which permits them to receive zakat, based on Allah Almighty's saying: "Indeed, [prescribed] charitable donations are only for the poor and the needy."
