The answer

A traveling woman is considered eligible for as she falls under the category of "ibn al-sabil" (wayfarer). She should be given what suffices her to return to her country if she does not find money. If she is poor in her country, she is given zakat due to her poverty and her status as a wayfarer. It is permissible to give her a travel ticket instead of money if that is more beneficial for her.
