Is it permissible to disburse Zakat al-Mal (charitable alms on wealth) for a mosque construction project, and is it obligatory to re-disburse it if it turns out not to be permissible, especially given that this was done last year as well?

The zakat (definition) for the two years remains a debt upon the questioner and is not discharged until it is paid to those who are eligible to receive it, whom Allah mentioned in the verse from Surat At-Tawbah (definition): "Indeed, [ prescribed ] charitable offerings are only to be given to the poor and the needy, and to those who work on [ collecting ] them, and to those whose hearts are to be reconciled [ to Islam ], and to [ free ] those in bondage, and to the debt-ridden, and for the cause of Allah, and to the wayfarer; [ this is ] an obligation from Allah. And Allah is all-knowing and wise."
