Is it permissible to give Zakat al-Mal (obligatory charity on wealth) to those afflicted with kidney failure?

A person's need for treatment is urgent. If a sick person needs treatment and has no money, it is permissible to give him from to meet his need. However, if the patients are wealthy and do not need money, it is not permissible to give them zakat.
