Is it permissible to give Zakat as a loan on the condition that the person repays it as Zakat al-Mal?

Whoever is obligated to pay must promptly disburse it, and it is not permissible for him to delay it without an excuse. Consequently, it is not permissible to lend Zakat money, due to the resulting prevention of it reaching those who are entitled to it.
