The answer

If the indebted maternal uncle is able to repay his debt and has enough for his needs and the needs of those he supports from his income, then should not be given to him. However, if his income is not enough to repay his debt and meet his essential needs, then it is permissible to give him from zakat, and he is more deserving of it because he is a kinsman, and because debtors (al-gharimin) are one of the categories for zakat mentioned in the Holy Quran.
