Is someone who owns a car, an apartment, and a shop, but whose income is insufficient for their expenses and who has debts; considered among the poor eligible to receive Zakat?

It is permissible to receive Zakat (definition) if one's income is insufficient to cover the basic needs of the individual and their family, falling under the descriptions of poverty (faqr) or destitution (maskanah). The poor (faqir) is one who has no wealth or adequate earnings to cover their essential needs, while the destitute (miskin) is one who finds some wealth or earnings, but it is not sufficient for their needs. Essential necessities such as housing and means of transportation do not prevent one from receiving Zakat. It is also permissible to take from it to repay debts if one is unable to fulfill them, falling under the description of a debtor (gharim (definition)).
