What is the jurisprudential ruling on giving Zakat and charity to the corrupt or righteous poor person, or without scrutiny, taking into account that the corruption of some may be due to their deviation and that the righteousness of some may prevent them from sin?

It is preferable for a Muslim to give their charity (sadaqat) and zakat (definition) to the righteous and upright. It is permissible to give it to a transgressor (fasiq) provided that they do not use it to commit a sin. It is worth noting that it is not a condition to search for a righteous poor person to give zakat to; rather, it is sufficient that the recipient is among those eligible to receive zakat.
