al-Fitr is to be given from the staple food of the people of the land. If their staple food is dates, raisins, barley, or wheat – which are the items mentioned in the prophetic texts – then one sa‘ is to be given for each person. If their staple food is other than these types, such as rice, millet, and so on, then one sa‘ is also to be given from it. The principle concerning sadaqat (charities) is that they are obligatory in a manner that ensures equality for the poor. The Prophet, peace and blessings be upon him, obligated Zakat al-Fitr as one sa‘ of dates or one sa‘ of barley because these were the staple foods of the people of Medina.
