If you know that money is stolen and you are unable to identify its owner, and you have despaired of doing so, then it is best to spend it on the general welfare of Muslims. You may also benefit from it and guarantee it to its owner if he is identified, even after some time, as it holds the ruling of a found item (luqatah). The of the body is Zakat al-Fitr, as stated by scholars. The description of the Istisqa prayer and the Battle of Armageddon have been explained in previous fatwas.
