Yes, he is required to give al-Fitr, because he is one of the Muslims, due to the Prophet's ﷺ saying: "Allah's Messenger (ﷺ) enjoined the payment of one Sa' of dates or one Sa' of barley as Zakat al-Fitr on every Muslim, whether male or female, young or old, free or slave."
