Is it permissible to give Zakat al-Fitr again with the intention of increasing reward, and would it be considered Sadaqah (charity) or Zakat?

A capable Muslim must pay al-Fitr for himself and those he supports. If the aforementioned young man is someone whose financial support is obligatory upon his father, then his Zakat al-Fitr is obligatory upon his father.
