The answer

al-Fitr is given to the poor and the needy, based on the statement of Ibn Abbas, may Allah be pleased with them both: "a food for the needy." It is permissible to give it to the wife's family if they are among the poor and the needy. In fact, it is better than giving it to others, as it honors the wife and shows kindness to her. Sheikh Ibn Uthaymeen said: "In-laws have a right that no one else possesses."
