The recipients of are the eight categories mentioned in the verse: (Indeed, [prescribed] charitable donations are only for the poor and the needy, and those who work on [collecting] them, and those whose hearts are to be reconciled, and for [freeing] captives, and for those in debt, and for the cause of Allah, and for the traveler. [This is] an obligation from Allah, and Allah is Knowing and Wise). These very same categories are also the recipients for Zakat al-Fitr according to the majority of scholars. Therefore, disbursing Zakat al-Mal to the recipients of Zakat al-Fitr is permissible.
