To whom should the poor person give zakat al-fitr when he only owns one saa' of food and is supporting his parents and children?

The poor person pays Zakat (definition) al-Fitr on behalf of himself if he possesses what exceeds his sustenance and the sustenance of those he supports for the day and night of Eid, based on the saying of the Prophet, peace and blessings be upon him: "Begin with yourself, then with those you support." As for those he supports who do not possess what they can give as Zakat for themselves, Zakat is not obligatory upon them, based on the saying of Allah the Almighty: "Allah does not burden a soul beyond its capacity," and based on the saying of the Prophet, peace and blessings be upon him: "There is no charity except from a state of wealth."
