As for those he supports who do not possess what they can give as Zakat for themselves, Zakat is not obligatory upon them, based on the saying of Allah the Almighty: "Allah does not burden a soul beyond its capacity," and based on the saying of the Prophet, peace and blessings be upon him: "There is no charity except from a state of wealth."
