The answer

al-Fitr must be given before the Eid prayer, based on the Prophet's (PBUH) saying: "Whoever pays it before the prayer, it is an accepted zakat; and whoever pays it after the prayer, it is a charity among charities." The time for its disbursement is considered to be upon the completion of the regular Imam's prayer. As for someone who is in a place where no prayer is held, they should give it at the time it is given in the nearest country to them.
