Neglecting prayer is a grave sin. However, according to the more accurate opinion, one who abandons prayer due to laziness is not an apostate. Such a person is still obligated to pay al-Fitr for himself and for those he supports. As for Zakat on wealth, everyone pays it for themselves, and it is permissible to appoint someone who does not pray to distribute it on one's behalf.
