The answer

If a year has passed on a sum that reaches the (minimum threshold) by itself or when combined with other funds, becomes obligatory on it, regardless of whether any amount was withdrawn from it before the completion of the year or not. However, if the wealth falls below the nisab before the completion of the year and its owner does not possess what would make it complete, then zakat is not obligatory on it. Zakat becomes obligatory on wealth when its conditions are met, and the intention for zakat is not required except at the time of its disbursement.
