Is Zakat obligatory on gold and silver jewelry prepared for personal use, given the divergence in opinions and Hadith narrations concerning this matter?

Scholars have reached a consensus regarding the obligation of zakat (definition) on gold and silver jewelry that is forbidden (to wear) or intended for trade. However, they differed concerning jewelry that is permissible for personal use or lending. Some scholars held the view that zakat is obligatory on it, citing the generality of the verse on hoarding wealth (ayat al-kanz) and hadiths such as: "Are you giving zakat on this?" and "It is enough for you from the Hellfire." Conversely, others were of the opinion that zakat is not obligatory on it, arguing that through use, it becomes like clothing, and they supported their view by the actions of companions like Aisha, Asma bint Abi Bakr, and Ibn Umar, and the statement of Jabir ibn Abdullah. The preponderant opinion is that zakat is obligatory on it if it reaches the nisab (definition) (minimum threshold), due to the generality of the authentic hadiths that have no specific exceptions, and the indications from the hadiths of Abdullah ibn Amr, Aisha, and Umm Salamah, which must be acted upon.
