Is Zakat on gold obligatory in all circumstances?

The original ruling is that zakat (definition) is obligatory on gold, based on the Almighty’s saying: "And those who hoard gold and silver and do not spend them in the way of Allah – give them tidings of a painful punishment." However, the majority of scholars made an exception for jewelry intended for personal use, deeming zakat not obligatory on it. Nevertheless, many scholars held the view that zakat is obligatory on it, and this is the more cautious approach.
