Is zakat obligatory on honey, and what is its nisab (threshold) and amount in modern measurements if it is obligatory? Is it permissible to give it to a person of moderate means who cannot afford to buy honey? Is it permissible to pay a portion of it in cash?

The ruling on zakat (definition) for honey and its nisab (definition) (minimum taxable amount) is reviewed in Fatwa (definition) no. 31241. As for giving zakat from honey, the condition of the beneficiary is considered: if they are among the eight categories mentioned in the verse from Surat At-Tawbah (definition): "Indeed, [prescribed] charitable donations are only for the poor, the needy, those employed to collect [zakat], those whose hearts are to be reconciled [to Islam], for freeing captives, for those in debt, for the cause of Allah, and for the wayfarer; [this is] an obligation from Allah. And Allah is Knowing and Wise," then they are entitled to the zakat; otherwise, they are not. Regarding giving out zakat in cash, the majority of scholars absolutely forbid it, while the Hanafis and Al-Bukhari permit it. Some Malikis and Shaykh Al-Islam Ibn Taymiyyah hold the view that it is permissible if it is more beneficial and suitable for the poor.
