Is it permissible for a mother to take charity from benefactors due to her husband's stinginess and the large number of children who are still studying?

It is the wife's right to take from her husband's money what suffices her needs and the maintenance of her children, in a reasonable manner, without his knowledge, if he refrains from the obligatory spending despite his ability. She should not take more than what is obligatory. If she is unable to do so, she may refer his case to the judge to compel him to spend or divorce. If she cannot take from his money, and he cannot be compelled to spend, and neither she nor her children have relatives who can provide for them, then she may take from zakat (definition) according to her needs.
