It is permissible to give Zakat (definition) to a poor paternal cousin to help him get married. This combines the virtues of charity and maintaining kinship ties, in accordance with the Prophet's (peace and blessings be upon him) saying: "Charity given to a poor person is just charity, but charity given to a relative is two-fold: charity and maintaining kinship ties." It is not necessary to inform him that the money is from Zakat; rather, it is permissible to conceal this.
