The basic principle is that should be paid to the poor from the same type of wealth on which zakat is due, for example, money for money. The exception is trade goods, which are to be valued and their worth disbursed in cash. It should be given to the poor person so that they can dispose of it as they wish. Therefore, it is not permissible to give zakat as food for breaking the fast of those who are fasting, and this is the view of the majority of scholars.
