Is it permissible to give zakat to people my grandfather claims are poor and unable to buy oil, or to his poor cousin whose daily meals are provided by his well-off son?

Scholars have differed regarding the obligation of zakat (definition) on olives. Many of them hold the view that it is obligatory and should be extracted from its oil after pressing. Some, for the sake of benefit, have permitted its payment from the money obtained from its sale. Zakat is to be given to the poor and the needy, and a strong presumption is sufficient for its payment. It is not permissible to give zakat to someone whose needs are covered by his affluent son. The grandfather must re-issue the zakat he paid to this man.
