It is not permissible to pay to workers as salaries, because the one who pays Zakat should not benefit from his Zakat money. However, if the workers are eligible for Zakat due to their poverty, destitution, being in debt (gharimin), or wayfarers (ibn al-sabil), then it is permissible to pay Zakat to them because of their inherent eligibility, and not as a substitute for their salaries.
