Is zakat obligatory on a sum of money frozen in an Islamic bank for three years to obtain Turkish citizenship, given that it cannot be disposed of and there is no guarantee that it will be unfrozen at the specified time? And if zakat is obligatory, is it permissible to delay it until the money is received?

This money, which is held in the bank and you cannot dispose of now, is not subject to zakat (definition) for you until one year after you take possession of it. This is the preponderant opinion among us. Some scholars, however, hold that its zakat becomes obligatory for all past years after it is taken possession of, and this latter opinion is more cautious.
