The majority of scholars hold that is not obligatory on jewelry prepared for personal use, though some consider it obligatory. As for a mother's bequest of gold to her children, it is not valid unless all adult, sane heirs consent to it, because of the Messenger of Allah's (peace and blessings of Allah be upon him) saying: "Indeed, Allah has given every rightful person his right, so there is no bequest for an heir," and his (peace and blessings of Allah be upon him) saying: "A bequest to an heir is not permissible, unless the heirs wish it."
