The consideration for the obligation of zakat on the jewelry of young daughters is based on ownership. If the jewelry is still owned by the father, then he must pay its zakat. However, if the father has given the jewelry to each of his daughters as their personal property, then there is no zakat on this jewelry, because each of the daughters does not own the nisab.
