Is Zakat obligatory on money donated by the people of the neighborhood for building a mosque, when the construction has not been completed for various reasons, after a full year has passed over it?

Money endowed for a general cause, such as mosques or the poor, is not subject to zakat (definition) because it does not have a specific owner. Thus, the fruits of an orchard and the yield of land endowed for a general cause are not subject to zakat. However, if they are endowed for a specific individual or specific group, then zakat is obligatory upon them. Money collected for building a mosque is not subject to zakat.
