The answer

"Al-Mubdi‘" (the Innovator/Creator) is not a name or attribute of Allah the Almighty, because it has not been mentioned in the Quran or , and the names and attributes of Allah are determined by divine revelation (tawqifiyyah). What has been mentioned in the Quran and Sunnah is "Badī‘us-samāwāti wal-ard" (Originator of the heavens and the earth), meaning their Creator and Initiator, and this is not among the Beautiful Names of Allah. It is permissible to bestow the title "al-mubdi‘" upon any person.
